Experience

Prior to his current role he completed 30 years service as a police officer with West Mercia Police.  In 1993 he was posted to the Traffic department, a unit responsible for policing the motorway network and major arterial connecting roads.

During his career as a Traffic Patrol Officer he attended and investigated hundreds of collisions ranging in severity from minor non-injury through to serious injury and fatality.

In 2001 he qualified as a forensic collision investigator remaining in post for 16 years.

As a collision investigator Mr Powell was required to attend both historic and ‘live scene’ collisions commonly involving large goods vehicles, passenger vehicles, vans, motorcycles, bicycles, pedestrians and highway structures.

As technology moved on he was instrumental in the provision of high definition laser scanning of not only collision scenes but also crime scenes where, with the assistance of software, was able to present complex animations and vehicle simulations.

His attendance at scene would lead to the eventual preparation of technically detailed reports and scaled drawings and as a result he has become skilled in the presentation of evidence in both criminal and civil courts.

Similarly, Mr Powell has been required to attend Coroner’s Court presenting evidence to Senior Coroners in a number of Counties.

He regularly and routinely completed forensic vehicle inspections and examinations throughout his 16 years as a collision investigator. He was actively involved in the training and mentoring of recently qualified collision investigators and traffic officers in vehicle inspection (construction and use legislation) speed enforcement and the weighing and prohibition of vehicles.

During his career Mr Powell has kept up to date with vehicle design and technological developments.  His attendance at numerous courses has added to his skills portfolio and as such his expertise now covers many aspects of collision investigation.
